I just logged in to my gmail this morning and found this new notification about themes. I clicked on it and it took me to the Account Setting where i found the new 31 different themes that you can choose from. 

To choose these theme:

1. Click on Setting, located at the very top right hand corner near the sign out link.

2. You will be presented with normal account setting similar to the picture below

3. Click on themes link which the very last tab on the tab bar

4. Select the theme you like!

You can also try the unofficial way of changing Gmail’s Theme here. It seems like TechCrunch has already made a post on this :-)
